On July 18, 2005, India and the U.S. agreed to resume civil nuclear cooperation after a hiatus of 40 years. There were difficult, complex and often tortuous negotiations to arrive at a bilateral agreement on civil nuclear cooperation which would be consistent with the U.S. adherence to the international non-proliferation regime and, at the same time, ensure the autonomy and inviolability of India's strategic programme. In both countries, the proposed agreement generated sharp political controversies. There was anxiety among and even opposition from influential members of the international community. However, the Indo-U.S. Civil Nuclear Agreement finally materialized in 2007. The international waiver from the Nuclear Suppliers' Group was obtained in 2008. Ten years have passed since the landmark Indo-US Joint Statement of July 18, 2005, committing the two sides to enable India to re-enter the international civil nuclear energy market. Has the initiative delivered on its promise?
