Implementing systemic and systematic reforms to overhaul delivery of school education in India

India has succeeded in sending a large percentage of children to school via various large-scale initiatives like the Sarva Shiksha Abhiyan, Mid Day Meal scheme etc. in recent decades. Now that children are going to school, attention has gradually begun shifting to ensuring quality of education in classrooms. As the Centre and state governments shift focus from inputs to quality, how do they plan to execute systemic reforms across legal, policy, organizational, managerial, and technological fronts? How do various pieces fall into place with respect to each other? What institutional changes should lead technology projects or vice versa for the various pieces to work together? How does government build capacity within and outside organizations?

The aim of the conference is to bring together stakeholders from across the education spectrum and experts from multiple fields to address some of the challenges of implementing large-scale educational governance reforms in Indian states with a focus on two topics – the integration of technology and data-driven decision making into education ecosystems and the question of teacher motivation and incentives to drive outcomes.
This conference is being hosted by the International Innovation Corps (IIC). The IIC based at the University of Chicago Harris School of Public Policy, is a year-long fellowship that pairs top-performing graduates from University of Chicago and leading Indian universities with government organizations throughout India. The IIC Haryana and Rajasthan team have worked directly with government and other stakeholders to implement and scale up what they and their partners have designed as potential solutions since August 2016.
