Shigeru is a garbage collector. He's also deaf and dumb. One day, while making his rounds, he finds a broken surfboard. He takes it home, fixes it, and tries it out at the beach. His girlfriend, who is also deaf and dumb, and a group of surfers watch as he falls off his board every time he tries using it.

After a few outings, the surfboard breaks. He wants to buy a new board, but can't afford it until payday.

One day, the owner of the local surf shop stops by the beach, sees Shigeru practising hard and is impressed by his seriousness. Later, he brings a wet suit top and an application for a surfing contest and gives them to Shigeru. He enters the contest, but chickens out at the last minute. After more practising, he enters another contest, competes, and wins a trophy. One day, back at the deserted beach. Shigeru’s girlfriend nulls his surfboard out the surf...

Notes :
A synopsis true to the plot of this film would have, to use countless variations of the same
sentence. Basically, Shigeru goes to the beach after work every day, and once in a while he enters a surfing contest. The action is repetitive, but the personalities of the characters and their relationships gradually develop through the course of the film. This film surprised those familiar with the director's previous work. Kitano is more popularly known as Beat Takeshi, and is one of the most popular comedians In Japan. He has only recently turned to filmmaking, and immediately made a name for himself by developing a distinctive style. All of his films arc relatively quiet, use little dialogue, and contain some of the most extreme violence imaginable. This violence is notable not for its special effects, but its sudden ferocity and psychological meanness. This combination of violence and beautiful, stylish editing and direction clearly struck a chord in the Japanese psyche, for his filmmaking has been taken very seriously...so seriously that critics have started calling him Kitano instead of Beat Takeshi when referring to his work in film. A Scene at the Sea was rated the 6th best
film of the year by Kinema Jumpo and was praised as a love story and a departure from the startling violence of his other films. However, considering the abrupt, meaningless death at the heart of this film, it's basically a cynical continuation of his previous work.
