Event Description : The Nehru Memorial Museum and Library cordially invites you to the Weekly Seminar on ‘A People out of Place: Home, history and evictions in contemporary Mumbai’ by Dr. Gayatri Menon, University of Manchester, UK.


Abstract : In this paper the speaker historicizes the fragile living conditions of a set of pavement dwellers in Mumbai by examining the circumstances in which they came to live on the pavements of the city. She does so in order to analyse ‘squatting’ as a socio-political condition that needs to be held in relation to, rather than being seen as prior to or distinct from, the construction of modern citizenship. The speaker provides an analysis of the historical processes that have rendered the urban poor out of place and constituted them as Other on the terrain of citizenship.  The stories this group of pavement dwellers’ shared with the speaker about their flight to the city allows her to link the imperiled material and political circumstances of their lives in the city to the Green Revolution and the changes it wrought both in the relations of social reproduction and the form of electoral politics. This linkage, she  suggests, proves to be essential to understanding the hostility of the middle class towards the poor as well as the asymmetrical and ambiguous relationship between politicians and the urban poor.
  
Speaker : Dr. Gayatri Menon is a Research Fellow at the University of Manchester’s Effective States and Inclusive Development Research Centre.  She is based in Bangalore and is currently engaged in a five-city study of the Indian state’s commitment and capacity to address urban poverty. Her publications include "Citizens and ‘Squatters’: The contested subject of public policy in neoliberal Mumbai" in Ethics and Social Welfare (2013) and an edited volume (with Shelley Feldman and Charles Geisler) Accumulating Insecurity: Violence and Dispossession in the making of everyday life, (2011).
