Event Description : The Nehru Memorial Museum and Library cordially invites you to a Seminar on ‘Forest Federalism and India’s Conservation Policy’ by Dr. Rohini Chaturvedi, University of Cambridge, 
UK. 

Abstract : Tradeoffs between environment and development are manifest in winners and losers that are dispersed across spatial and temporal scales. The focus of this paper is on the intertwining of environment-development tradeoffs in forest policy with the politics and territoriality of federal system functioning in India. It firstly examines the framing of the problem of forest loss as one requiring centralized intervention, and then describes the political dynamics underlying the drafting and enactment of the Forest Conservation Act, 1980. Finally, the paper looks at the ways in which recent developments in the Indian forest policy framework are symptomatic of federalism’s influence on environment-development tradeoffs.

Speaker : Dr. Rohini Chaturvedi has been a Gates Scholar at the University of Cambridge, where she completed an M.Phil in Environment, Society and Development and a Ph.D in Geography. Her doctoral research looked at forest federalism in India and the negotiations between Government of India and State governments on accommodation of environment and development interests in policy. She is also an alumnus of the Indian Institute of Forest Management, Bhopal. Dr. Chaturvedi has been engaged with conservation policy and resource governance in India for over ten years. Her work has covered a range of environment and governance issues including payments for ecosystem services and incentive based mechanisms for conservation, participatory natural resource governance, eco-development in and around protected areas, rural poverty and livelihoods, decentralised governance and tribal self-determination, as well as access to justice and the right to information. Her recent work has focused on understanding how research can be translated into policy and practice. She is now looking forward to an academic career in India.
