Event Description : The Nehru Memorial Museum and Library cordially invites you to the Weekly Seminar on ‘A Century of Caste Consolidation and Education in the Bombay Presidency 1820-1920’ by Dr. Parimala Rao, Junior Fellow, NMML.

 Abstract : Although the social stratification called the caste system is an all India phenomenon, Maharashtra had two regional specific variations. Here the society was not divided into four varnas like other parts of India but two varnas - Brahmin and non-Brahmin (Brahman and Brahmanetar). This was an important source of social and political control during the pre-colonial Peshwa rule. The second variation was that caste was legally enforced under the Peshwa’s rule while it was not so in other parts of India. The British take over in 1818 did little to change the scenario.  Though colonial courts did not legally enforce the caste stratification, the government policy of appointing elite Brahmins virtually continued the pre-colonial policy. Elphinstone insisted on appointing only Brahmins as school teachers and later militant nationalists like Bal Gangadhar Tilak campaigned to restrict education for rich Brahmins alone.  This paper analyses the caste of students and teachers in pre-colonial schools in 1818, and analyse the debates between Elphinstone and Francis Warden in the 1820s, and between various officials and Erskine Perry in the 1840s. It also analyses the debates between Tilak and Gopal Krishna Gokhale on access to schools. In a nutshell, the paper analyses the unbroken trajectory of caste consolidation under the influence of Peshwai-Elphinstone-Tilak and see its implication on educational debates in Maharashtra.

Speaker : Dr. Parimala Rao is Assistant Professor at the Zakir Husain Centre for Educational Studies, School of Social Sciences, Jawaharlal Nehru University, New Delhi. She is currently Junior Fellow, Nehru Memorial Museum and Library, New Delhi. Her publications include Foundations of Tilak’s Nationalism: Discrimination, Education, and Hindutva, 2010.  She has also written various chapters in edited volumes and research papers in journals which include ‘The Impact of Elite Conflict on Women’s Education in Princely Mysore, 1860-1947’ In Deepak Kumar (Ed).
