Abstract : The analysis of the growth of the Reliance Group in the pre-1991 era can serve to illustrate a larger proposition related to India’s import-substituting industrialization experience. This is that industrialization under the regime of controls associated with ‘planned’ economic development was more amenable to change in the composition of India’s leading business groups than is generally believed to be the case. Reliance had become one of the largest business groups before the 1991 economic reforms were initiated. It was the most important representative of the set of groups whose growth entirely belonged to the period after independence. The path of rapid expansion that Reliance took advantage of was created by the overall trajectory of Indian import-substituting industrialization. It used in the process the very same methods of playing the control regime by which many of the traditional groups of pre-independence origin retained their dominant position. The phenomenal success of Reliance was therefore very much a product of the old, pre-liberalization, regime of Indian capitalism.
