Event Details : Centre for Civil Society cordially invites you to A lecture on 'The Effectiveness of Fire Safety Regulations in Delhi' by Dr John Cobin, Professor of Economics and Public Policy.
Dr Cobin is a Fellow at CCS analysing local building and fire regulations and studying their impact on reducing fires. Finding a remarkable correlation between building fires and regulation in Delhi, especially when compared to other world cities, Dr Cobin argues that poverty, ignorance and unauthorized building may not be the main culprits in sustaining fire danger, as suggested in the Delhi data (compared with other cities). In fact, less reliance on regulation may even make buildings safer.
Building regulation is one of the most trusted services of local government. Yet there are theoretical reasons why one may doubt its effectiveness to improve building safety and quality. Dr. Cobin Applies insights from economic reasoning and the public choice school of economics in his studies of fire safety that have provided a strong empirical and theoretical critique of local regulation, i.e. government failure. The Delhi study will be comparable to three previous studies he has done in Baltimore (USA), northeastern Santiago (Chile), and Turin (Italy).
About Dr John Cobin : Dr Cobin earned his MA in Business Economics from University of California, Santa Barbara and both his MA in Economics and PhD in Public Policy from George Mason University in Virginia.
