Event Description :The Nehru Memorial Museum and Library cordially invites you to the Weekly Seminar on 'Disaster or Opportunity : Approaches to Partition in the Indian and Pakistani governments, 1946-1955' by Dr. Pallavi Raghavan, Centre for Policy Research, New Delhi.

Abstract : At the time, the partition of the subcontinent was widely seen as a short sighted decision that brought only violence, chaos, and a futile attempt at severing connections that had existed for decades, even centuries. But this view was not necessarily shared across the board. In this paper, the speaker charts the formative years of the foreign relations ministries of India and Pakistan, which were frequently serviced by officials who had held very senior positions in the erstwhile government of India, and who now made prudent decisions about their own future in India or Pakistan. These men also advocated policies that followed through the logic of the partition and were aimed at finalizing its ramifications as much as possible. For instance, administrative tasks presented by the implementation of partition -- such as Evacuee Property, the administration of migrant populations after the partition, and the handling of boundary disputes—were often handled in ways that defined the implications of the divisions in tighter, and often more mutually exclusive, terms. Moreover, this paper argued, the decisions made in months and years following the partition, have to be seen in terms of establishing the trends of behaviour that followed. Both governments immediately initiated a number of policies, particularly in India- Pakistan relations, which would hold true in the decades to come, and were implemented by senior officials both in India and Pakistan who viewed the partition as an opportunity for their own professional advancement, and as a means of consolidating their positions in the two new nation states.

Speaker : Dr. Pallavi Raghavan has recently completed a Ph.D in History from the University of Cambridge, and obtained a Masters degree in Modern Indian History from Jawaharlal Nehru University, New Delhi. Her doctoral dissertation examined the attempts at dialogue, agreement and compromise between the governments of India and Pakistan during the first decade of their independence. She is currently a Fellow at the Centre for Policy Research, New Delhi.
